ABOUT
INDUSTRIAL INFRASTRUCTURE UPGRADATION SCHEME (IIUS)

Department of Industrial Promotion and Policy (DIPP), Ministry of Commerce and Industry, Government of India (GoI) had introduced a scheme called Industrial Infrastructure Up-gradation Scheme. The Scheme would target existing industrial clusters with high growth potential requiring assistance for up-gradation of infrastructure to world class standards.

Infrastructures eligible for assistance under the scheme are as follows:

• Physical Infrastructure
• Information and Communication Technology (ICT) Infrastructure
• R&D Infrastructure
• Quality Certification and Benchmarking Centre
• Common Facilities Centre
• Marketing Infrastructure and others

Central assistance is by way of one time grant-in-aid to the SPV formed by the CLUSTER ASSOCIATION. The Central grant would be restricted to 75% of the project cost subject to a ceiling of Rs 60 crores. The remaining 25% would be financed by other stake holders of the respective cluster /location with a minimum industry contribution of 15% of total project cost, which must be in the form of cash and not in kind like the cost of land/existing building. The central grant for road, drainage system and water supply system shall be restricted to 25% of the total central grant as these are basically municipal functions.

PLASTICS, POLYMERS AND ALLIED CLUSTER, BALASORE (PPACB)

The PLASTICS, POLYMERS AND ALLIED CLUSTER, BALASORE (PPACB) was identified by the NOCCi with three industrial estates, viz. Ganeswarpur (64 acres), Somnathpur (458 acres) and Balgopalpur (155 acres) developed by the Orissa Industrial Infrastructure Development Corporation (IDCO), Government of Orissa in the outskirts of Balasore town. Most of the units established in the cluster are involved in processing of plastics and polymers including manufacturing of plastic pipes, polypropylene based household products, Polypropylene woven sacks, rubber-based prophylactics etc. Other units in the area are involved in paper manufacturing, Ferro-chrome production, manufacturing of multi-wall paper sacks, ceramics-based components for steel plants, fabrication and engineering.

Currently, around 100 units operate from the cluster; polymer-based units comprise roughly 50% of the total. The current annual turnover for the cluster is estimated to be around Rs. 2500 crores, out of which Rs. 750 crores is estimated to be coming from exports. The number of people presently employed in the cluster is close to 7,700.

NOCCi has obtained a sanction of Rs.60 crores grant from the DIPP under IIUS for setting up of several infrastructures for use of industries of all shapes & sizes in the above cluster area. In addition, some components have been included keeping the social infrastructure need of the town in mind. The infrastructures are aimed at enhancing the efficiency of the existing industries and attract new investment in the region.

NOCCi Balasore Infrastructure Company (NOCCinfra) is the SPV for implementing the project as per GoI guidelines.
